U.S. Army Col. Gary R. Russ, Joint Task Force-East commander, Mirela Draculet, principal of Mihail Kogalniceanu Middle School and Valer Iosif Muresan, the Mihail Kogalniceanu village Mayor, cut the ceremonial ribbon in honor of the new perimeter fence on the first day of school, Sept. 14. U.S. Navy Seabees replaced three sides of the fence surrounding the school's playground as part of a Humanitarian Civil Assistance mission for JTF-East. JTF-East is designed to buildinteroperability capabilities and develop relationships with other militaries for stronger regional security cooperation.
