Maj. Gen. David N. Blackledge receives the U.S. Army Civil Affairs & Psychological Operations Command (Airborne) colors from Lt. Gen. Jack C. Stultz, Commanding General of the U.S. Army Reserve Command, during the USACAPOC (A) change of command ceremony, Sept. 20. Former commander Maj. Gen. David A. Morris will report to U.S. Joint Forces Command in Norfolk, Va. USACAPOC (A) soldiers represent less than five percent of the Army Reserve, but account for about 20 percent of all Army Reserve deployments.
