Chief William Moore, USAG Japan Fire Department Fire Chief, operates as the incident commander during a four-day Installation Emergency Management (IEM) Program Full-Scale Exercise (FSE) with support from U.S. Army Japan and its host nation partners. The purpose of the exercise is to satisfy the Headquarters Installation Management Command IEM Program exercise and training requirements and elevate emergency preparedness of the USAG Japan/USARJ community. At the conclusion of the exercise U.S. Army Garrison Japan will validate the IEM Plan and posture the command to respond effectively to a natural or man-made disaster.
