160311-N-FN963-122 SENDAI, Japan (March 11, 2016) - Rear Adm. Matthew Carter, commander, Naval Forces Japan/Navy Region Japan, and Lt. Gen. Goro Matsumura, Japanese Ground Self-Defense Force commanding General, Northeastern Army, cast a wreaths to the sea in commemoration of those who lost their lives during the Great East Japan Earthquake and Tsunami at the 5th annual remembrance ceremony aboard the Japanese minesweeper tender JS Bungo (MST 464). Japan experienced a powerful 9.0-magnitude earthquake March 11, 2011, which also triggered a massive tsunami that devastated Japan's eastern seaboard.
