SEBRING, Fla. -- U.S. Army Corps of Engineers employees stand near the entrance of a Sebring, Florida warehouse Oct. 1, 2017. The warehouse receives rolls of fiber-reinforced blue plastic sheeting and distributes them to licensed contractors hired by the U.S. Army Corps of Engineers. The contractors then install the blue plastic on the roofs of Hurricane Irma-damaged homes that are eligible for the program. (U.S. Army photo/Kerry Solan)
