SEBRING, Fla. -- A roofer measures fiber-reinforced plastic sheeting before cutting it for installation on a Hurricane Irma-damaged roof in Sebring, Florida on Oct. 1, 2017. The U.S. Army Corps of Engineers’ Operation Blue Roof is a program for residents in disaster areas who have damage to their roofs. After assessing a roof, the Corps will send out licensed contractors to install blue plastic sheeting to cover eligible roofs until residents can arrange permanent repairs.
