SEBRING, Fla. -- A roofer rolls up fiber-reinforced plastic sheeting outside a home in Sebring, Florida on Oct. 1, 2017. The roofer and his crew are one of many who were hired by the U.S. Army Corps of Engineers for Operation Blue Roof. The program sends out licensed contractors to install blue plastic sheeting to cover eligible roofs until residents can arrange permanent repairs.
