CULEBRA, Puerto Rico – Theresa Bischoff, a health advisor to the mayor of Culebra, and Thomas Ryan, a FEMA representative, assess the need for electricity at the island’s only hospital on Monday, Nov. 20, 2017. “We were probably three to four weeks with no power,” said Bischoff. “Then we got power from 6:30 to 6:30, but the hospital did not get that power for another week because there was an electrical pole down.” The hospital is currently powered by privately donated generators.
