Dynamic Manta is an annual multilateral Allied Maritime Command (MARCOM) exercise meant to develop interoperability and proficiency in anti-submarine and anti-surface warfare. Laboon, home-ported at Naval Station Norfolk, is in the U.S. 6th Fleet area of operations in support of regional allies and partners and U.S. national security interests in Europe and Africa.
