Steven Faulk, from Kennewick, Washington, delivers remarks during the change of command ceremony for the Los Angeles-class fast attack submarine USS Jacksonville (SSN 699). During the ceremony, held at the Olympic Lodge, Faulk turned over command to Cmdr. David Vehon from Apache Junction, Arizona.
