The exercise is designed to enhance the California National Guard’s disaster response capabilities to a detonated improvised nuclear device. Vigilant Guard is preparing the 49th Military Police Brigade to assume the role as the Federal Emergency Management Agency’s Region IX military disaster coordinator, or Homeland Response Force.
