A grader forms a temporary windrow on the Cumberland Levee to prevent an overtopping by the Washita River on May 28, 2015. These efforts successfully prevented an overtopping in late May but nearly a month later, Tropical Storm Bill would drop several inches of rain in the region, causing the overtopping and eventual breach.
