    Joe Custer, Lake Texoma Project Manager and assistant Operations Project Manager for the Upper Red River Basin, U.S. Army Corps of Engineers, Tulsa District receives the phone call that the Cumberland Levee has breached. Custer was attempting to survey the inundation area when he received the phone call and was forced to abandon survey efforts.
