U.S. Navy Seaman William Cox dumps a newly mixed batch of cement to be used on a new medical facility in San Pedro, Moncada, Tarlac, Philippines, during Exercise Balikatan, March 26, 2019. Balikatan is an annual exercise between the U.S. and the Philippines and comes from a Tagalog phrase meaning "shoulder-to-shoulder," representing the partnership between the two countries. Balikatan’s humanitarian and civic assistance activities give Philippine and U.S. service members the opportunity to get to know each other and provide support to local communities.
