Balikatan is an annual exercise between the U.S. and the Philippines and comes from a Tagalog phrase meaning "shoulder-to-shoulder," representing the partnership between the two countries. The U.S. Navy and Philippine Army are constructing a new medical facility for the local community. Balikatan’s humanitarian and civic assistance activities enable Philippine and U.S. service members to get to know each other and provide support to local communities.
