Balikatan is an annual exercise between the U.S. and the Philippines and comes from a Tagalog phrase meaning "shoulder-to-shoulder," representing the partnership between the two countries. Balikatan’s humanitarian and civic assistance activities enable Philippine and U.S. service members to get to know each other and provide support to local communities.
