Christopher Culp, Naval Medical Center Portsmouth’s (NMCP) commanding officer, speaks during NMCP’s change of command ceremony. “Change of commands, in addition to passing charge, also serve as a punctuation point in the history of the command, a time to step back and reflect on the mission, the successes, and occasionally the tragedies of the command,” Culp said.
