Rear Adm. James Hart, commander of Combined Joint Task Force-Horn of Africa, braved the searing Djiboutian heat to preside over the Project Handclasp ceremony Aug. 31. Project Handclasp, established in 1962, is a people-to-people program that accepts and organizes transport of educational, humanitarian and goodwill material overseas. The supplies are distributed directly to needy recipients by U.S. Military personnel.
