During his speech, U.S. Marine Corps Lt. Gen. Dwayne Theissen, U.S. Marine Corps Forces Pacific commanding general, motions to a Philippine officer to provide a definition for what Exercise Balikatan means at the closing ceremony of Balikatan 2012, April 27, at Camp Aguinaldo, Philippines. Exercise Balikatan is an annual training event aimed at improving combined planning, combat readiness, humanitarian assistance and interoperability between the Armed Forces of the Philippines and U.S. The word "balikatan" in Filipino means "shoulder-to-shoulder."
