    A Navy boat carrying Seabees from Amphibious Construction Battalion 1- approaches the Military Sealift Command (MSC) government owned tanker ship SS Petersburg (T-AOT-9101), that is participating in Arctic Expeditionary Capabilities Exercise 2019 off the coast of San Diego, Calif., as the ship sits in a 12-degree list as it deploys a single-anchor leg mooring (SALM) buoy, the first of this type of exercise conducted in Southern California.
