Cmdr. James D. Paffenroth, the executive officer at Officer Training Command, Newport (OTCN) in Rhode Island, passes out the anchor pins to Officer Candidate School (OCS) class 05-20 as they reached their milestone as junior candidate officers (JOC) on Nov. 1, 2019. Receiving the fouled anchor pin signifies the class’ completion of indoctrination phase and moves onto the JOC phase where students carry more responsibilities. OCS develops civilians and fleet Sailors into newly commissioned officers morally, mentally, physically and imbue them with the highest ideals of honor, courage and commitment in order to prepare graduates for service in the fleet as Naval officers.
