DIEGO GARCIA, British Indian Ocean Territory (November 8, 2019) Boatswain’s Mate Seaman Jerome Marcelino tests a sound-powered phone on a maritime prepositioning force utility boat aboard Military Sealift Command Bob Hope-class roll on roll off vehicle cargo ship USNS Seay (T-AKR 302) in preparation for an Improved Navy Lighterage System (INLS) training mission.
