Carl Council, a Chemical, Biological, Radiological and Nuclear specialist assigned to I Corps (Forward) at Camp Zama, Japan, looks at a monument on the corner of Tomodachi Avenue and Sendai Street on Camp Zama, Japan. The monument memorializes Operation Tomodachi, a disaster relief operation conducted in the wake of the Great East Japan Earthquake and tsunami, which struck 70 kilometers east of the Oshika Peninsula on March 11, 2011.
