Maj. Gen. William Graham, center, deputy commanding general for civil and emergency operations for the U.S. Army Corps of Engineers, speaks with Brig. Gen. Paul Owen, right, commanding general of the South Pacific Division, and Col. James Handura, commander of the Sacramento District at Folsom Dam Dike 8 Jan. 27, 2021. Maj. Gen. Graham came to visit several district projects including Dike 8, Lower Cache Creek and the Sacramento Weir as part of a larger visit to the South Pacific Division. At each site, the general heard from project leaders within USACE and any other interagency collaborators and received an overview of work done or planned at that specific site.
