Victoria Brown, an instructor for the Navy College Program for Afloat College Education (NCPACE), teaches sailors about Psychology in the learning resource center aboard the amphibious dock landing ship USS Tortuga (LSD 46). NCPACE is a seven week course taught by a civilian instructor and provides college credit free of tuition for sailors. Tortuga, commanded by Cmdr. John Barnett, is part of the only forward-deployed amphibious ready group and is currently operating in the 7th Fleet Area of Responsibility.
