Jaime Pinkham, principal deputy assistant secretary of the Army for civil works, speaks about the importance of the Upper Ohio Navigation Project at the Montgomery Locks and Dam, which received $857 million from the $1.2 trillion Bipartisan Infrastructure Law in Monaca, Pennsylvania, Aug. 18. The Upper Ohio Navigation Project is part of the National Economic Development plan for improving the Upper Ohio River Navigation. The Emsworth and Dashields locks and dams, two other vital locks and dams on the Ohio River, will also receive money for improvements from the BIL.
