Robert Bianchi (ret.) delivers remarks during an award ceremony for the Naval Base Ventura County (NBVC) Port Hueneme Navy Exchange (NEX), which won the 2021 Bingham Award, by the Navy Exchange Service Command (NEXCOM). NBVC is a strategically located Naval installation composed of three operating facilities: Point Mugu, Port Hueneme and San Nicolas Island.
