Josh Harder (CA-9), and David Stockwell, director of the VA Northern California Health Care System, on a tour of the unfinished Central Utility Plant in Stockton, California, Feb. 24, 2023. Staffers with Harder’s office joined VA and USACE employees on the tour to see construction progress on the CUP and nearby Community Based Outpatient Clinic, a USACE project that now falls within Harder’s district as a result of California redistricting following the 2020 census. The CBOC and CUP are set to be complete by the end of 2023; follow-on projects will include a Community Living Center and Engineering Logistics Building.
