U.S. Air Force Maj. Gen. Rich Neely and his spouse, Tammy, talk with Mille Harris, the mother of fallen Illinois Army National Guard Sgt. Joshua Harris, during the Chicago Fire Boat Architectural Tour on Lake Michigan and the Chicago River. Sgt. Harris would have turned 36 on July 29. He was killed in action in Afghanistan on Sept. 17, 2008 at the age of 21. The July 29 boat tour was organized by the U.S. Army's Survivor Outreach Services and the Illinois National Guard for the 34 Illinois National Guard Gold Star Families whose service members were killed overseas since the September 11, 2001 terror attacks. Sgt. Harris' family said that they usually visit his grave on his birthday and deliver some birthday cupcakes but decided this year to spend time with the other Gold Star Families. The tour, led by Maj. Gen. Neely, the Adjutant General of Illinois and Commander of the Illinois National Guard, gave the Gold Star Families time to connect with each other and the leader of the Illinois National Guard.
