Phil Delo, the U.S. Army Corps of Engineers Pittsburgh District lockmaster at Monongahela River Locks and Dam 3, stands on the lock’s miter gates near Elizabeth, Pennsylvania, Dec. 9, 2024. Delo has been working at the facility for 23 years. The Pittsburgh District demolished the dam to open a navigation channel on the Monongahela River and will remove the lock chambers beginning in 2025.

The Pittsburgh District’s area of responsibility covers 26,000 square miles, which includes 23 locks and dams on 328 miles of navigable waterways and 16 multi-purpose flood-control reservoirs. During his visit, Quander toured navigation projects on the lower Monongahela River, which highlighted advancements in infrastructure and remote operations, and recognized the efforts of Pittsburgh District employees.
