William Palmer with the Legion of Merit during the Fleet Readiness Center Southeast (FRCSE) change of command ceremony. During the ceremony Palmer was relieved by Capt. Michael Windom as FRCSE commanding officer. A Navy change of command ceremony is a formal event that signifies the transfer of authority and responsibility from one commanding officer to another.
