JACKSONVILLE, Fla. (April 11, 2025) Rear Adm. Joseph Hornbuckle, commander, Fleet Readiness Centers and Capt. Michael Windom, incoming commanding officer of FRCSE look on as Capt. William Palmer, outgoing commanding officer of Fleet Readiness Center Southeast (FRCSE), presents Shaquira Duncan with a Civilian Service Achievement Medal during a change of command ceremony on board Naval Air Station Jacksonville. Duncan received the award for her expertise in designing and manufacturing specialized fixtures used in the paint strip process on SUU-79 pylons.
