A scout from El Paso, Texas, Troop 4 of the Boy Scouts of America rappels down the Air Assault Tower at Fort Bliss, Texas, while a University of Texas at El Paso Reserve Officer Training Corps cadet ensures his safety, April 27. Air Assault qualified cadets would pull downward on the rope if the scout needed help, which would instantly tighten the rope and stop the decent.
