Equipment Operator 3rd Class Mark Teri Bascon operates a skid steer while preparing for the landscaping in front of the recently constructed two-classroom building at the Simpucan Elementary School. Bascon is assigned to Naval Mobile Construction Battalion 5’s Construction Civic Action Detail Philippines. Seabees conduct CCAD operations in order to demonstrate U.S. commitment, develop enduring relationships, improve public infrastructure for the delivery of essential services and strengthen local institutions with host and partner nations around the world.
