Members of the Quick Reaction Force of the Virgin Islands National Guard form a protective front while members of the Virgin Islands Fire Services attempt to disperse the angry mob and quell a protest during a civil disturbance training at the Estate Bethlehem Military Compound on St. Croix, June 7. The QRF was activated during Operation Forward Guardian II, a disaster relief field exercise where certain scenarios called for QRF involvement in crowd control.
