U.S. Army Staff Sgt. Rutan, a Dallas, native, is part of team of U.S. service members that arrived at JBLM last week from the U.S. military's Jumpmaster Training School, at Fort Benning, Ga., to train more than 60 Soldiers to become jumpmasters. Onsite training programs, like this one, are responsible for saving the Department of Defense millions of dollars every year.
