TARBORO, N.C. – North Carolina Army National Guard 1st Sgt. Timothy Ashley, of the 875th Engineer Company, moves a pipe to help reroute water from the downtown area to a nearby river here, Oct. 16, 2016. The soldiers have been pumping 1.6 million gallons of water per minute out of the city and rerouting it back to the river.
