Hailey's final active duty assignment included serving as the division's deputy commander (reserves), an especially important role in 2017 when Graham was forwarded deployed to Afghanistan.
Those persons nominated for the bronze DeFleury medal will have demonstrated a high degree of professional competence, standards of integrity and moral character, and a strong devotion to duty and country for a period exceeding 10 years.
Prior to duties as deputy commander (reserves), Hailey served as the North Atlantic Division's engineer planner with the U.S. Africa Command staff in at Kelley Barracks, Stuttgart, Germany.
Col. Hailey and his wife Jan are residents of Papillion, Nebraska.
