Air Force Lt. Col. John Blackwell, New Horizons 2011 task force commander, presents a graduation certificate to Jermain Akoy, a lieutenant with the Suriname army’s 33rd Infantry and participant of New Horizons Basic Security Course Class 11-02, July 30, 2011, at Memre Buku. The certificate represents completion of a 30-day training which is part of a U.S. Joint Force effort to improve the security provided by Surinamese army soldiers to New Horizons 2011, by providing instruction on basic security tactics such as vehicle, building, and individual searches. New Horizons is a cooperative humanitarian mission between the Suriname government and the United States Southern Command with the goal of helping to improve the quality of life for the people of Suriname.
