    The crew of the Coast Guard Cutter Bluebell has arranged the deck in preparation for setting a mooring buoy at Tongue Point, in Astoria, Ore., October 30, 2018.

    The mooring buoy is planned to be made available for the Coast Guard's Fast Response Cutters to connect with in the future.
