    Crewmembers aboard the Coast Guard Cutter Bluebell use a sledge hammer to affix a shackle in place as they prepare to set a mooring buoy at Tongue Point, in Astoria, Ore., October 30, 2018.

    The shackle attaches the chain to the anchor, in this case, the second class shackle was deemed too small to use and was swapped out for a larger, first class shackle.
