Ninevah Vice Governor Khisro Goran speaks to a group of local leaders during a ceremony celebrating the opening of the Al Kasik Military Training Base July 21. Construction of the base was started in the 1980s by Saddam Hussein and was recently renovated and reconstructed for the Iraqi Armed Forces.
