Electronic Aid 1st Class Paul Fedack, a U.S. Navy Seabee assigned to Naval Mobile Construction Battalion 23, works with the Indonesian Military Engineering Contingent, or "Blue Helmets," building an addition to the outside of a clinic, Dispensaire de Caracol, being built in Caracol, Haiti. The Blue Helmets are working with NMCB 23, embarked on High Speed Vessel Swift as a part of HSV-Southern Partnership Station 2012. HSV-SPS is an annual deployment of U.S. Navy ships and assets to the U.S. Southern Commands area of responsibility in the Caribbean, Central and South America.
