Utilitiesman 1st Class Bruce Nisbet, a U.S. Navy Seabee assigned to Naval Mobile Construction Battalion 23, talks about construction of a school with members of the Indonesian Military Engineering Contingent, or "Blue Helmets," while working on an elementary school being built in Caracol, Haiti. The Blue Helmets are working with NMCB 23 who embarked on High Speed Vessel Swift as a part of HSV-Southern Partnership Station 2012. HSV-SPS is an annual deployment of U.S. Navy ships and assets to the U.S. Southern Commands area of responsibility in the Caribbean, Central and South America.
