The SCOPE, which stands for South Carolina Common Operating Picture Enhanced, a trailer-borne command and control system used for emergency response, was set up at the Jasper County Airport here, April 13, 2012, as part of a South Carolina National Guard exercised called "Operation Coastal Watch." The exercise simulated an earthquake in the state's low country that left communities isolated.
