Moldovan public affairs officers listen to Army Capt. James Dangerfield of the South Carolina National Guard describe the capabilities of the SCOPE. SCOPE stands for South Carolina Common Operating Picture Enhanced and is a trailer-borne command and control system used for emergency response. It was set up at the Jasper County Airport here, April 13, 2012, as part of a South Carolina National Guard exercised called "Operation Coastal Watch." The exercise simulated an earthquake in the state's low country that left communities isolated. The Moldovans, who have a relationship with the North Carolina National Guard as part of the guard's State Partnership Program, observed the three-day exercise in order to become familiar with how the military supports civilian authorities.
