Col. Antoinette Gant, U.S. Army Corps of Engineers South Pacific Border District commander, boards a Black Hawk helicopter at the Papago Park Military Reservation in Phoenix in Aug. 5 loading after Maj. Gen. Scott Spellmon, selected as the 55th Chief of Engineers, to visit the border barrier project along the U.S. - Mexico border in southern Arizona. Spellmon visited the district to learn the specifics of the border barrier project Aug. 4 to 6. USACE is providing direction and oversight for Department of Defense-funded construction of border barrier projects from California to Texas. These projects are being executed by USACE, as directed through the U.S. Army by the Secretary of Defense, in response to the Presidential national emergency declaration dated Feb. 15, 2019, requiring the use of the armed forces and authorizing the use of Section 2808 of Title 10, U.S. Code.
