Secretary of the Navy Ray Mabus pins a Seabee Combat Warfare device on the uniform of Construction Mechanic 3rd Class Justin Fonda, with Naval Mobile Construction Battalion 5, during a visit to Camp Natasha, Afghanistan, Aug. 8, 2009. The SCW specialist program was designed to provide Seabees with an introduction to processes and tactics used to support Navy warfighting requirements.
