Charles "Chas" Richard, commander of U.S. Strategic Command, salutes the side boys during a change of command ceremony held aboard the Ohio-class ballistic-missile submarine USS Tennessee (SSBN 734) at Naval Submarine Base Kings Bay, Georgia. Rear Adm. Spencer is relieved by Rear Adm. Thomas R. “TR” Buchanan as the Commander of Submarine Group Ten. The base is home to all east coast Ohio-class submarines.
