ABERDEEN PROVING GROUND, Md. – Maj. Gen. Robert L. Edmonson II honors APG Firefighter William Horsley a Three Star Note from Lt. Gen. Omar J. Jones IV, commanding general of the U.S. Army Installation Management Command, during a recognition ceremony at the APG North Fire Station, November 1, 2022. Horsley and five other first responders received “Stork Pins,” given to first responders who deliver a baby in the field, and the notes for assisting Master Sgt. Chiquita Youngblood with the unexpected delivery of her son, Noah, in the Youngblood’s APG residence on September 21, 2022. Edmonson said sometimes first responders don’t know when they will be called to duty but when they do, APG first responders are ready to come through. “I thank [the first responders] for their support. They exceeded the standard,” said Edmonson. Youngblood is assigned to the U.S. Army 20th Chemical, Biological, Radiological, Nuclear, Explosives Command.
